BRIEF DESCRIPTION OF PLAN OBJECTIVES
·         Inspect all properties within the conservation area and bring into compliance with rehabilitation standards
·         Provide technical and financial assistance for rehabilitation activities
·         Acquire 34 properties initially identified as not eligible for rehabilitation due to their structural deficiencies
·         Demolish and redevelop properties that have been acquired
·         Public improvements were determined to be necessary on an “as-needed” basis
 
BRIEF DESCRIPTON OF IMPLEMENTED ACTIVITIES
·         Acquired 339 properties
·         Relocated 161 displaced residents and businesses
·         Demolished 216 structures
·         Removed 2300lf of street pavement
·         Provided loan assistance for the rehabilitation of 209 properties
·         Constructed 6120lf of street
·         Installed 4590lf drainage improvements and 4 sewer taps
·         Installed 72 street lights
·         Installed infrastructure for site of new single family home development
·         Disposed of 36 properties
·         Assisted in the purchase of 46 new homes through the HOME program
·         Constructed 17 new homes
·         Negotiating the acquisition and demolition of Overton’s Market
·         The EDAW Southside Area Revitalization and Implementation Plan, which includes the communities of Berkley (III and IV), Campostella, and Campostella Heights has been reviewed by the City. General Plan change is pending.

PLAN STATUS/RECOMMENDATIONS AND ANTICIPATED EXIT DATE
NRHA is proceeding with the implementation of the Berkley III Conservation Area Plan initiatives necessary to support the stated plan objectives. Along with various public- private partnerships including Habitat For Humanity, Paint Your Heart Out, Christmas In April, and rehab loan programs, etc., Berkley III continues to benefit from a combination of actions that allow for the continued growth of this community.
 
With a balanced combination of low/ mod and market rate single family development, increased owner-occupied rehab, rental/ investor rehab, viable commercial development, and future funding for initiatives identified and approved in the EDAW study, Berkley III along with Berkley IV are destined to once again become thriving and exciting communities. Formal changes to the General Plan in support of the will require a plan amendment once the study is adopted and approved by council. Assuming approval of the plan, it is anticipated the project will remain active for a minimum of 10 additional years.
 
FY 2009-2010 Status:
·         HRSD site – no movement anticipated until spring 2010
·         1602-9S site – RFP will be awarded by Nov-Dec 2009; groundbreaking January

Shipyard Parking site – on hold pending funding
