The American dream is about opportunity and many find the opportunity to own a home to be at the heart of the American dream. *According to the United States Census Bureau News Release on January 28, 2016, the 2015 homeownership rate for the United States was 63.8%.

NRHA is committed to bringing the American dream of homeownership to more families interested in purchasing a home in Norfolk. Homeowners tend to be invested in their neighborhoods, and that level of care helps make Norfolk a stronger city. NRHA’s HomeNet Homeownership Center and Home Investment Partnership Program (HOME) are helping families make homeownership a reality. The HomeNet Homeownership Center provides homebuyer education and counseling services and the HOME Program provides financial assistance in the form of down payment and closing costs assistance to eligible participants.
