The Norfolk Redevelopment and Housing Authority (“NRHA”) invites qualified developers to submit proposals for the purchase and development of seven single-family detached homes located in the Willoughby Project. These lots are to be developed as market rate units (no rental or duplexes permitted). The Developer may bid on any and all parcels at their discretion.

The Developer should prepare and submit design and construction plans that meet general NRHA standards and evaluated by NRHA based on appropriateness to context, market conditions, and perceived success in meeting City and NRHA redevelopment goals. (Optional preapproved plans have been included in Appendix G for your consideration). NRHA is offering these sites for purchase by developers and individuals alike; however, the construction is to be done by a qualified member in good standing with the NRHA Builders and Designers Guild The intent of the RFP is to encourage development of superior design and construction standards for homes of traditional design. The Authority is seeking conscientious builders with an eye for quality, both in construction and customer service, as well as good follow-through after the sale.

In order to be considered*, submissions (one unbound original plus four copies) must be delivered no later than 4:00pm., March 22, 2013 sealed and addressed as follows:

The above stated deadline is firm as to date and hour. NRHA will treat as ineligible for consideration any submission that is received after that deadline. Upon receipt of each proposal, NRHA will date and time stamp it to evidence timely or late receipt, and upon request, provide an acknowledgement of receipt. Faxed or emailed submissions will not be
accepted. All submissions become the property of NRHA and will not be returned.
