NRHA is accepting applications under the Project-Based Voucher (PBV) program from property owners and developers for new construction, rehabilitated housing, or adaptive reuse of existing structures for residential housing developments in the boundaries of the City of Norfolk and Neighboring Jurisdictions that serve seniors, families, or persons with disabilities.
