The Norfolk Redevelopment and Housing Authority (NRHA) intends to solicit requests for proposal (RFP) to accept written applications under the  Project-Based Voucher (PBV) program from property owners and developers for new construction or adaptive reuse of existing structures for residential housing developments in Norfolk, Virginia that serve seniors, homeless persons or persons with disabilities.  The PBV program is a tool to promote the expansion of quality affordable and accountable housing opportunities to low income families, homeless persons, elderly persons and persons with disabilities in order to meet mixed-income objectives.  The PBV shall be deployed in new and existing affordable or mix-income rental communities.  Multiple, resultant contracts shall be in 15 years terms.
