This Request for Proposal (RFP) is being issued to begin a process to select one or more developers to assist the Norfolk Redevelopment and Housing Authority (NRHA) in the development of a new mixed-income neighborhood on the former Moton Circle public housing site located near the Broad Creek Hope VI development.
