Norfolk Redevelopment and Housing Authority (“NRHA”) invites qualified builders to submit proposals for the purchase of 19 parcels for the development of single-family detached homes located within East Ocean View neighborhood named ‘The Homes at Bay Oaks Park’ between 5th to 7th Bay. The Builder may bid on any or all parcels at their discretion. However, it is not the intent of NRHA to award all parcels to a single builder.
NRHA is offering these lots for purchase by builders or individuals; however, the construction is to be accomplished by a qualified member (in good standing) with the NRHA Builders and Designers Guild. This RFP is to encourage superior design and construction standards for homes of traditional design. The Authority is seeking builders with the goal of quality, both in construction and customer service.
