The Norfolk Redevelopment and Housing Authority (“NRHA”) invites qualified developers to submit proposals for the purchase and development of eight single-family detached homes located in the Central Brambleton Conservation Project. Four lots are to be developed and sold to low-to-moderate income households while the remaining lots may be sold as
market-rate. The Developer shall work with the Neighborhood CHDO with the development for the home that is designated for a low-to-moderate income family. The Developer may bid on any and all parcels at their discretion.

NRHA has selected preferred house plans and set a suggested minimum lot price on the market rate lots. (Appendix A & Terms of Sale for suggested minimum lot prices). These suggested house designs have been shown to the public; however, builders are encouraged to submit proposals for equal or better house designs in keeping with the neighborhoods.

NRHA is offering these sites for purchase by developers and individuals alike; however, the construction is to be done by a qualified member in good standing with the NRHA Builders and Designers Guild. The overriding intent of the RFP is to encourage development of superior design and construction quality standards for homes of traditional design. The
Authority is seeking conscientious builders with an eye for quality, both in construction and customer service, as well as good follow-through after the sale.
