Norfolk Redevelopment and Housing Authority (NRHA) strictly adheres to all Federal and State procurement laws, rules, and regulations. NRHA purchasing embraces a fundamental obligation to the general public to ensure that procurements are accomplished in accordance with the intent of the laws enacted by the appropriate legislative body, whether it be Federal and/or State.
NRHA receives both Federal and State funds, and therefore must adhere to both legislative bodies. To obtain that end and to ensure that NRHA obtains high quality goods and services at reasonable cost, NRHA must ensure that all procurement procedures are conducted in a fair and impartial manner with avoidance of any impropriety or appearance of impropriety. NRHA must ensure that all qualified vendors have access to NRHA business opportunities and that no offeror be arbitrarily or capriciously excluded. Therefore, NRHA posts all future and present opportunities on the Virginia Business Opportunity website at:
NRHA encourages vendors to visit the Virginia's Total e-Procurement Solution website and register in order to receive electronic notification of future and current opportunities. There are no fees associated with the registration. Vendors are also instructed to read and become familiar with the Commonwealth of Virginia's Vendor Manual that is available for download from this site. The Vendor Manual is a wealth of information on how to do business with State agencies and gives general guidance on the State procurement laws.
