Second Phase of Construction Begins in the Homes at Bay Oaks Neighborhood

Norfolk Redevelopment and Housing Authority (NRHA) has begun the second phase of development in the Homes at Bay Oaks neighborhood, located in the East Ocean View area of Norfolk. Lots were awarded to six builders from the NRHA Builders Guild.  The awarded contractors are: 

  • Classic 3 Group
  • Mid-Atlantic Custom Builders, Inc.
  • G & D Builders
  • Real Development, Inc.
  • Viridian Homes
  • Asfari Homes

NRHA-approved plans for three- and four-bedroom homes ranging from 1,800 to 2,600 square feet will be designed in traditional coastal styles with contemporary interior spaces. Some plans will include carriage houses with two-car garages featuring living space above. Price points are expected to be in the $390,000 to $550,000 range. Construction is expected to be finished by the end of 2019.

The new homes will be built to meet nationally-certified energy efficiency and green design standards such as Leadership in Energy and Environmental Design (LEED) or Earth Craft.
