Norfolk’s new city manager on flooding, reducing poverty and what makes a city successful

Chip Filer, an economist from Old Dominion University, was recently confirmed as Norfolk's new city manager. He doesn't start until Sept. 16, but The Virginian-Pilot caught up with him last week to talk about how he found himself taking the city's top job and his views on some of the issues he'll have to tackle, including flooding, poverty and economic development. This wide-ranging conversation, which lasted an hour, has been edited for length and clarity....
