Norfolk Redevelopment and Housing Authority (NRHA) experts will present compelling case studies on measuring the economic impact of neighborhood revitalization as well as bringing a green grocer to a food desert at the National Association of Housing and Community Development Officials (NAHRO) Annual Conference and Exhibition this week in St. Louis, Mo.

Dr. Roy Pearson, Professor Emeritus of The College of William & Mary’s Mason School of Business and Ed Ware, Director of Communications and Marketing for NRHA, will present the neighborhood revitalization session on Oct. 24.

On Oct. 25, Robert K. Jenkins, founder and CEO (2003-2011) of Hampton Roads Ventures (HRV), an affiliate of NRHA and Delphine G. Carnes, Esquire, legal counsel to HRV and partner at Crenshaw, Ware & Martin, PLC, will serve as panelists on the “Creative Leveraging to Created Mixed Use” session. The East Saint Louis (Ill.) Housing Authority financed the $22 million Jazz @ Walter Circle by utilizing U.S. Department of Treasury New Markets Tax Credits (NMTC) provided by HRV as well as HUD public housing development grant funds. It is the first ever mixed-use development to be funded in this way. Jazz @ Walter Circle will bring a green grocer, geriatric medical care, a credit union and 74 senior rental housing units to an area that is historically underserved. Later that day, NRHA will receive a NAHRO National Award of Excellence for its ongoing transformation of the 44-acre Grandy Village assisted rental community. The project consists of the construction of the first U.S. Green Building Council’s Leadership in Energy and Environmental Design (LEED) certified Gold development in Norfolk, the Grandy Village Learning Center, as well as renovation of the 341 apartment units originally built in 1953, construction of 11 new Energy Star-certified duplex units, site improvements and wetlands restoration.
