Expressions of Interest: East Ocean View Development Opportunity Shore Drive Site

The City of Norfolk (City) and Norfolk Redevelopment & Housing Authority (NRHA) invite qualified developers to submit Expressions of Interest for the redevelopment of an approximately 7.34 acre parcel in East Ocean View.  The development site is located on the west side of Shore Drive directly across from Norfolk’s East Beach community and is bounded by Shore Drive to the north, 22nd Bay Street to the east, existing residential properties south of Pleasant Avenue to the south, and 20th Bay Street to the west. The site is currently assessed at $2,592,200. The extent of the development site is illustrated in the attached Project Boundary Map.

While this invitation should not be considered a formal Request for Proposals, interested developers should have experience with projects of comparable size (5 acres or greater) and complexity to the subject site.
